MOU Signed Between QAHE and IARC/NIARS for Reciprocal Recognition and Strategic Collaboration


The International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE) is thrilled to announce the signing of a Memorandum of Understanding (MOU) with the Independent Accreditation and Rating Agency, Kyrgyz Republic (IARC/NIARS). This MOU establishes a framework for reciprocal recognition and strategic collaboration between the two esteemed organizations.

The Independent Institute for Accreditation, Rating, and Certification (IARC/NIARS) is the leading accreditation agency in the Kyrgyz Republic, dedicated to ensuring quality assurance in education. Since its establishment in 2019, the Institute has operated in accordance with the Constitution of the Kyrgyz Republic, the Civil Code of the Kyrgyz Republic, and other relevant regulatory legal acts.

IARC/NIARS obtained a license from the Ministry of Education and Science of the Kyrgyz Republic for educational programs in "Expert in the field of education," "IT," and "I&C" in 2021. The Institute has also fostered collaborations within the country, including a memorandum of cooperation and interaction with the Agency for Education Quality Control and Career Development in March 2022. Furthermore, an agreement was signed between NIARS and the Kyrgyz-Turkish Manas University in August 2022, focusing on independent accreditation of educational programs and conducting training seminars in areas such as "Industrial Engineering" and "Electronics and Electrical Engineering."

In a significant development, the NIARS Research Department team developed methodologies for the formation of the national rating of colleges of the Kyrgyz Republic, which were duly registered in the State Register of Copyright Objects and the State Register of Computer Programs of the Kyrgyz Republic in 2023. These methodologies will play a pivotal role in assessing and evaluating the quality of colleges in the Kyrgyz Republic. Moreover, on July 4, 2023, NIARS PF became a full member of the International Network of Quality Assurance Agencies in Higher Education (INQAAHE). INQAAHE is a global association comprising over 300 organizations actively engaged in the theory and practice of quality assurance in higher education.

QAHE is now recognized "Sapattuu Bilim" Agency for Accreditation of Educational Organizations and Programs, Kyrgyz Republic



We are delighted to announce that the International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE) has entered into a significant Memorandum of Understanding (MOU) with the Agency for Accreditation of Educational Organizations and Programs "Sapattuu Bilim." This collaboration marks a key milestone in our continued efforts to foster partnerships and promote excellence in education.

"Sapattuu Bilim" is a prominent agency registered with the Ministry of Justice in 2016, operating in accordance with the Law of the Kyrgyz Republic "On Education" and other relevant regulations. The agency has diligently developed internal regulatory documents to ensure the quality of education in the Kyrgyz Republic and has actively participated in international networks and associations. As a member of the Eurasian Association for Quality Assessment in Education (EAOKO), "Sapattuu Bilim" has demonstrated its commitment to upholding rigorous quality standards in education. Additionally, their full membership in the International Network of Agencies for Quality Assurance in Higher Education (INQAAHE) and the Asia Pacific Quality Network (APQN) further attests to their dedication to international best practices.

In recognition of their expertise, the Agency has received License No. LS200000806 from the Ministry of Education and Science of the Kyrgyz Republic, authorizing them to conduct advanced training courses for teaching staff in two programs: "Pedagogy and Psychology in the Educational Process" and "Education Quality Management System." Furthermore, "Sapattuu Bilim" has established collaborations with esteemed institutions such as the Russian agency AKKORK, with whom they have signed an agreement to conduct International and Professional-Public Accreditations. In September 2022, the Agency underwent an external assessment by the European agency ASIIN to ensure compliance with the European Standards and Guidelines (ESG) for quality assurance in higher education. Irfan Ahmad Awan Appointed as Honorary Fellow by QAHE

 



We are pleased to announce that Mr. Irfan Ahmad Awan has been appointed as an Honorary Fellow by the International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE). This prestigious recognition acknowledges Mr. Awan's remarkable contributions and extensive experience in the education sector.

Mr. Awan, the Managing Director of the Society for Community Strengthening and Promotion of Education, Balochistan (SCSPEB), brings with him 30 years of expertise in education. He has successfully led, developed, and implemented numerous projects focused on education, community participation, and partnership building. Notably, his initiatives have played a pivotal role in promoting sustainable development, with a special emphasis on girls' education.

Under Mr. Awan's leadership, over 2,000 girls' primary schools have been established, employing approximately 6,000 female teachers. These initiatives have not only increased girls' enrollment by 153% but have also narrowed the education gap between girls and boys in the underprivileged province of Balochistan, Pakistan. Furthermore, the community engagement model implemented by Mr. Awan has been recognized by the government and international development partners as a key strategy for sustainable development.

In addition to his achievements in primary education, Mr. Awan has also managed the Afghan Refugee Education Project (AREP) with the support of UNHCR. This project has provided quality education to 20,000 enrolled students, with a dedicated team of 650 teaching and non-teaching staff.

Mr. Awan's expertise extends beyond project implementation. He has played a vital role in the development of significant education sector plans, including the Balochistan Education Sector Plan (BESP) 2013-18 and 2020-25, Punjab Secondary Education Plan (PSEP) 2012-17, KP-Education Sector Plan (KPESP), and District Education plans (2015-22) for all 32 districts of Balochistan. His research studies on education, such as Annual Secondary School Examination, School Language at the primary level, and Public-Private Partnerships in non/low functional schools, have greatly contributed to the field.

QAHE recognizes Mr. Awan's exceptional achievements and his dedication to improving education systems and opportunities for students. As an Honorary Fellow, he will continue to inspire and contribute to the advancement of education through his valuable insights and expertise.
